CREDITING OF ULTRA-LIGHT AEROPLANE EXPERIENCE TOWARDS
THE
RECREATIONAL PILOT PERMIT - AEROPLANE

Reference
Canadian Aviation Regulations (CARs) Part IV, Subpart 1, Flight Crew
Permits, Licences and Ratings, Division IV, Pilot Permits, 421.22
Recreational - Aeroplane - Requirements.

Background
A proposal has been submitted to and approved by CARAC as NPA 97-102
to amend the crediting of dual and solo ultra-light aeroplane
experience towards the Recreational Pilot Permit - Aeroplane.

The present regulations do not encourage ultra-light pilots to seek
training for higher levels of licensing because of the limited credit
for their experience on ultra-light aeroplanes. For example, only 10
hours of pilot-in-command experience on ultra-light aeroplanes may be
credited towards the training required for a Private Pilot Licence -
Aeroplane Category.

With the introduction of the advanced ultra-light aeroplanes, great
technological advances have been made in a very short time, resulting
in more sophisticated aeroplanes, some of which bear little
resemblance to the appearance of the ultra-light aeroplanes of the
1970's. In fact, some of these aeroplanes more closely resemble the
more widely used general aviation training fleet of aircraft.

Action
NPA 97-102 which was approved by CARAC proposes an amendment to CAR
421.22 by adding a new paragraph 6 as follows:

An applicant for a Pilot Permit - Recreational - Aeroplane who holds
a valid Pilot Permit - Ultra-light Aeroplane may credit all dual and
solo flight time acquired in ultra-light aeroplanes towards the
experience requirement.

This policy may be applied immediately.

Expiry
This Policy Letter will expire with the appropriate amendment to the
CARs.
